GSACT Local 23 Hardship Fund
Preamble: The provincial Association is not in a position to administer funds in local areas, nor are they able to administer funds to individuals that experience hardship. However, it does recognize that individual Locals can create hardship funds on behalf of their members. The disbursement, the criteria and the committee composition would be the responsibility of the Local.
Statement of Purpose: The purpose of the Hardship fund is to provide financial assistance to members of Greater St Albert Catholic Teachers’ Local 23 who find themselves in exceptional circumstances which create financial hardship.
General:
1. The Hardship Fund committee of 5 members, comprised of 2 members at large and 3 members of Executive (VP External, Public Relations Officer and Local Communications Officer) shall administer all disbursements from the fund. This committee shall be elected/appointed annually at the AGM.
2. The administrators of the Fund will provide the Executive Committee and the Finance Committee with an annual report on all disbursements from the Fund.
3. A committee consisting of the President, Diversity, Equity, Human Rights Chair (DEHR), and VP Internal of the Local will serve as final arbiter of disputes related to the administration of the Fund.
4. Any teacher who is a member under the terms of the Collective Agreement between Greater St. Albert Catholic Regional Division #734 School Board and the Alberta Teachers’ Association is eligible to apply for benefits from the fund.
5. The maximum benefit to any individual teacher from the Fund shall be limited to a career maximum of $1000.00.
6. The Local budget will maintain an annual fund of $5000.00. In an exceptional year, such as a strike, the Local can choose to exceed the yearly maximum based on the Local’s accumulated surplus.
Procedure:
1. Applications for benefits should be directed to the Treasurer of the Local.
2. Members of the Hardship Fund committee shall make every effort to keep the identity of the applicants CONFIDENTIAL, with the understanding that a file will be kept regarding a career maximum.
3. Claims on the Hardship Fund will normally be honoured only after expenses have actually been incurred or salary has been lost. The committee will meet once an application has been submitted.
4. The Local appreciates any and all efforts to make repayment to the fund as it will support and pay it forward for teachers into the future.
5. The Hardship Fund committee procedures shall be reviewed annually by the Executive of Greater St. Albert Catholic Local #23.
6. The Hardship Fund committee shall distribute information about the Hardship Fund to all members of the Local on an annual basis.
